The Finance Department with the City of St. John’s is responsible for:

Divisions:
Financial Services

  • Processing and payment of accounts payable.
  • Processing and payment of payroll.
  • Processing of all accounting information affecting the City's general ledger.
  • Processing of accounting services, including the preparation of the City's financial statements.
  • Design and implementation of financial systems, as well as ensuring appropriate internal controls are in place.

Revenue Accounting

  • Billing and collection of the City's Receivables including Realty, Business Occupancy and Water Taxes.
  • Managing the City's past due accounts receivable, primarily as they relate to property, water, and business occupancy tax accounts, as well as water by meter and civic assessments in order to maximize cash receipts.
  • Supplementary billing and adjustments for Municipal and Business Occupancy.
  • Tax accounts Issuing Tax Clearance Certificates Administering Metered Water accounts including usage readings and billings.
  • Processing and posting of payments to accounts.

Budgetary and Treasury Services

  • Coordinating the preparation of the City's annual budget as well as monitoring actual results.
  • Administering the City's debt management policy ensuring the City meets its payment obligation for bonds and other long-term instruments.
  • Accounting for the City's capital fund including the development of a fixed assets ledger.
  • Administration of the City's sinking fund. Thus ensuring the City meets its obligations to retire outstanding bonds when they become due.

Materials Management

  • Administering the City's centralized purchasing policies.
  • Ensuring compliance with the Public Tendering Act.
  • Maintaining and controlling various inventories located throughout the City.
