Financial Management

The Department of Financial Management oversees the financial operations of the City of St. John’s, while focusing on the City’s overall financial strategies, policies and multi-year business planning and budgeting.

Administration 
The Administration Division provides overall direction and supervision to the department, as well as analysis and support to corporate-wide initiatives.

Assessment 
The Assessment Division is responsible for the preparation of complete and accurate property value assessment on all real property within the City.

Budget and Treasury Management 
The Budget and Treasury Management Division provides integrated three-year business planning and budgeting services to all City departments and to Council, as well as quarterly and annual reports and financial analysis and support to corporate wide initiatives. This division is also responsible for all capital financing and treasury management functions, as well as fixed asset accounting.

Financial Services 
The Financial Services Division is responsible for processing the City’s expenditure accurately and on a timely basis. These include all operating and capital expenditures and payroll.

Internal Audit
The Internal Audit Division reports to the Deputy City Manager, Financial Management, but is an independent operating entity responsible for reviewing City operations to ensure that assets are protected and operations are performed on a timely and efficient basis.

Revenue Accounting Division
Revenue Accounting is responsible for billing all City taxes and many other charges and fees. The division also is responsible for all the related accounting, as well as extensive collection efforts on all outstanding receivables.

GoBus Accessible Transit
GoBus Accessible Transit provides an accessible transit system to City residents unable to access Metrobus with safety and dignity. This division administers and monitors the contract with the service provider and provides the point of contact for users and potential users of the system.
