The City is currently seeking a Manager, Human Resources Operations, to complement the existing Human Resources team. Reporting to the Director, Human Resources, the Manager Human Resources Operations will lead the team of professionals who provide customer focused HR services to the City's employees
Key responsibilities include:

  • Lead and manage the day-to-day operations of the HR Operations section which is comprised of Employee Wellness/Occupational Health and Safety, Pension and Benefits administration, Human Resources Information System administration and the HR Service Center.
  • Develop policy, procedures, work flow scripts, and training to ensure team members are knowledgeable in all aspects of HR that impact the division’s operations and delivery of high quality customer services.
  • In consultation with the Director, plan and implement the City’s benefit strategy in terms of programs and activities to meet the organizational objectives of internal equity and external market competitiveness; maintain relationships with third party benefit and pension consultants
  • Establish service standards; monitor compliance metrics and reports.
  • Work cooperatively with the HR Advisory team to identify, develop, and champion innovative solutions which support recruitment, retention, training, total compensation and recognition of a highly skilled workforce
  • Develop, implement and evaluate effective employee wellness initiatives including the areas of disability management, occupational health and safety, Employee and Family Assistance program.

Bachelor’s degree in Business (human resources management concentration preferred), or related field, with a minimum of five (5) years of progressive management experience in leading human resource services in a complex, unionized environment,  strategic change management abilities and be able to engage others and achieve results. Certified Human Resources Professional designation (IMPA or CHRP) or eligible to attain certification.
Additional Qualifications Include:
Successful performance in this position requires a results oriented, service mindset, with specific expertise and knowledge of current and innovative approaches to human resource management including pension and group health benefits, integrated Human Resource information systems, use and reporting on HR Metrics, employee health and occupational health and safety requirements, policy development & implementation and  change management. Strong organizational, project management and execution skills to ensure successful delivery and implementations of HR projects, policies and processes.
An equivalent combination of education and experience acceptable to the City may also be considered.
This is a full-time management position offering a competitive benefits and compensation package, with the salary set in accordance with the Management Pay Plan. (Grade 12 - $94,911-$115,322).
