City of St. John's ParkCardThe Park Card is a convenient, cashless way to use the digital parking meters operated by the City of St. John's. The ParkCard functions in a similar manner to credit cards, only it is exclusive to parking meters. 

ParkCards can be purchased in any increment between a minimum of $20 to a maximum of $100. A one-time two dollar fee will apply to the purchase of a ParkCard, in addition to the time purchased. This fee is not charged when a ParkCard is brought in to be refilled.

How do I get a ParkCard?
Park cards are available for purchase from the Access St. John’s Service Centre on the first floor of City Hall at 10 New Gower Street. Park cards can be purchased for any amount between a minimum of $20 and maximum of $100. There is a one-time $2 set-up fee to purchase a park card. There are no additional fees to reload a park card once purchased.

I already use a ParkCard, will it work with the new meters the City is installing in January 2014?
The new meters utilize a different type of technology than the previous meters and as such older park cards will not work in the new meters. Residents who currently hold a park card may swap it for a new card at no charge at the Access St. John’s Service Centre on the first floor of City Hall at 10 New Gower Street.

What meters will accept the ParkCard?
The City of St. John’s operates the parking meters in use in the downtown area of the city and in the parking lot for Churchill Square on Elizabeth Avenue. Parking meters outside of the downtown and Churchill Square, such as area hospitals, Confederation Building and Memorial University of Newfoundland, are not owned and operated by the City of St. John’s.

Are there benefits to using a ParkCard over a credit card?
Yes, there are many benefits to using a park card versus a credit card. 

  • With credit cards there are minimum purchase requirements that are not applicable to a park card.
  • When using a credit card, time is purchased in advance, however the user cannot be refunded for unused time. For example, if a user pays for two hours of parking and only uses one hour, there is no refund for the unused hour of parking.
  • With a park card, users can get a refund on unused time by inserting the park card back into the meter upon return to one’s vehicle.

May I use the ParkCard in combination with coins?
Yes, ParkCards can be used with any combination of quarters, one dollar and two dollar coins. However, only time purchased with the ParkCard can be credited back.

Can I get a refund on my ParkCard if I return it with unused time?
Sorry, ParkCards are non-refundable, however, they are fully transferable.

Where can I recharge my ParkCard?
Park cards can be recharged during regular business hours at the Access St. John’s Service Centre on the first floor of City Hall from 8:30 a.m. to 5 p.m.

What if I lose my ParkCard?
The ParkCard is equivalent to cash. Since the City has no way of knowing the value remaining on your lost card or whether it is being used by someone else, we cannot issue a refund.

Can I park on the same meter all day if I use my ParkCard?
ParkCards do not guarantee a parking space nor do they allow you to park beyond the "maximum time" posted on the meter.

What if my ParkCard becomes damaged?
ParkCards are extremely durable and normal usage should not effect your ParkCard. However, if your ParkCard does become damaged the City will transfer remaining time on to a new card providing the remaining balance on your old card can be determined. A two dollar fee will apply to transfer the time to a new ParkCard.
