Established in the early 1970's, Cowan Heights is a popular neighbourhood located in the west end of St. John’s.

Throughout its history, the City has undergone periods of rapid expansion. In the 1970s, Cowan Heights was born as a planned suburban development by the St. John's Housing Corporation. This family-oriented residential area was designed to provide a residential suburb with some commercial and green space and became a popular residential area.

Did you know, Frecker Drive - a main street through Cowan Heights - was named after the family of former City mayor Shannie Duff? Doctor G. A. Frecker served as Deputy Minister and Minister of Education and Chancellor of Memorial University.
