The City is considering a text amendment to the Envision St. John’s Development Regulations to update public consultation requirements and meet new requirements of the Urban and Rural Planning Act. A Municipal Plan amendment is not required. The City is considering removing the requirement to advertise in a newspaper and adding requirements for on-site notices for the following planning applications:

A change of Non-Conforming Use application has been submitted for 133 St. Clare Avenue.
DescriptionThe proposed application is a change of Non-Conforming Use from a Service Shop (hair salon) to Service Shop (dog grooming salon). The floor area will be approximately 70m² and operate Monday to Saturday, 8 a.m. to 5 p.m. Services are by appointment only with up to 12 clients per day. Off-street parking is available.

Take notice that St. John’s Development Regulations Amendment Number 67, 2025, adopted on October 21, 2025, has been registered by the Minister of Municipal and Community Affairs.
In general terms, the purpose of St. John’s Development Regulations Amendment Number 67, 2025, is to add Office as a Discretionary Use in the Industrial General (IG) Zone.

Take notice that St. John’s Development Regulations Amendment Number 69, 2025, adopted on October 21, 2025, has been registered by the Minister of Municipal and Community Affairs.

The City is considering a text amendment to the St. John’s Development Regulations to repeal Section 6.19 Heat Pump, Mini-Split Heat Pump, Air Conditioner, or Exhaust Device. A Municipal Plan amendment is not required. If Section 6.19 is repealed, then changes will be made to the Residential Property Standards By-Law, the Commercial Maintenance By-Law, and the Heritage By-Law.
