
A Public Hearing will take place regarding an application to rezone land at 55 Groves Road from the Rural Residential Infill (RRI) Zone to the Residential 2 (R2) Zone to allow Semi-Detached Dwellings on serviced lots.
The St. John's Municipal Council adopted St. John’s Municipal Plan Amendment Number 17, 2025, and St. John’s Development Regulations Amendment Number 52, 2025, on April 21, 2026, and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal and Community Affairs, in accordance with the Urban and Rural Planning Act, 2000.
The effect of the Municipal Plan amendment would be to re-designate land at 55 Groves Road from the Rural Land Use District to the Residential Land Use District.
The effect of the Development Regulations amendment would be to rezone land at 55 Groves Road from the Rural Residential Infill (RRI) Zone to the Residential 2 (R2) Zone.
In order to allow the proposed amendments to the St. John’s Municipal Plan and Development Regulations, an amendment to the St. John’s Urban Region Regional Plan is required. The Minister of Municipal and Community Affairs has adopted St. John’s Urban Region Regional Plan Amendment 107, 2025, under Section 16 of the Urban and Rural Planning Act, 2000. This Regional Plan amendment is proposed to re-designate land at 55 Groves Road from Rural to Urban Development. The Public Hearing for the Regional Plan Amendment will be conducted concurrently with the municipal amendments.

If no written objections are received, the Public Hearing may be cancelled in accordance with the provisions of the Urban and Rural Planning Act, 2000.
