A Neighbourhood Plan takes the broad goals of Envision St. John’s, the City’s Municipal Plan, and brings them to life at the community level. These plans provide a detailed roadmap for how a specific area can grow and change in ways that reflect the needs of the people who live, work, and spend time there.
Rooted in community input and local data, a Neighbourhood Plan builds on existing municipal policies and considers the unique character of the area. It provides direction for land use, building types, transportation upgrades, park improvements, and protection of heritage features. In doing so, it helps ensure that future development fits the area’s identity while supporting City-wide goals. Neighbourhood Plans are legally binding, meaning future development in these areas must align with the plan's policies. Once approved by Council, any changes to neighbourhood plans require an amendment to the Municipal Plan and a public process.
Neighbourhood planning is a key part of the City’s action plan under the Canada Mortgage and Housing Corporation’s Housing Accelerator Fund (HAF).
