City Seeking Feedback on University Area and Cowan Heights Neighbourhood Plan Recommendations

The City of St. John’s invites residents and businesses to share their thoughts on the initial recommendations for new neighbourhood plans for the University Area and Cowan Heights.

“In fall 2024, we heard from community members during the first round of engagement,” said Councillor Maggie Burton, lead for Planning. “We’ve listened to what matters most in each neighbourhood, and now we’re checking back in to ensure the draft recommendations reflect those priorities.”

The City Celebrates Earth Day on April 22

Earth Day has been celebrated on April 22 since 1970.

The 2025 Earth Day Canada theme is Biodiversity. Nearly 75% of the Canadian population cannot define biodiversity or understand how to act to preserve it, however a large majority want to receive information to better understand the issue and get involved.

The City of St. John’s is hosting events to celebrate Earth Day but also has a number of programs, services and policies that support, protect and enhance biodiversity in the community.

Trail Explorers with Nature Interpretation Postponed

Please note that the Trail Explorers with Nature Interpretation event scheduled for Tuesday, April 22 at Bowring Park has been postponed due to weather. The event will now take place on Wednesday, April 23, 11 a.m. to noon.

This special offering of the City’s Trail Explorers program will allow participants to enjoy a guided walk/wheel at Bowring Park. Interpretation will be provided by City staff about the biodiversity of plant and tree species in the park and horticultural practices the City...

Leisure Pool Opening: Paul Reynolds Community Centre

Please be advised that repairs to the leisure pool at the Paul Reynolds Community Centre are now complete. The pool will reopen on Sunday, April 20 following it’s regular schedule as follows:

Public Hearing - Main Road and Shoal Bay Road, Goulds

A Public Hearing will take place regarding an amendment to rezone lands along Main Road and Shoal Bay Road, Goulds, from the Rural Residential Infill (RRI) Zone to the Residential 1 (R1) Zone. This change reflects the recent upgrades to the sanitary sewage system serving Goulds, allowing more serviced development in areas that are already serviced with municipal water and sewage.

Application - 55 Groves Road

The City has received an application to rezone land at 55 Groves Road from the Rural Residential Infill (RRI) Zone to the Residential 2 (R2) Zone to allow the development of semi-detached dwellings. A Municipal Plan amendment is also required.

Application - 425 Blackmarsh Road (Welland Street), April 2025

The City has received an application to rezone a portion of land at 425 Blackmarsh Road (between 418 Blackmarsh Road and 70 Welland Street) from Apartment 2 (A2) Zone to the Residential 2 (R2) Zone to create one new lot for a Single Detached Dwelling.  A Municipal Plan amendment is not required.
