The Department of Finance and Corporate Services includes divisions which reach across the organization and provide strategic and corporate services to enhance the City's accountability and operational efficiency. This enhances the ability of those departments who primarily provide front line services to residents to meet their mandates.
Assessment |
The Assessment Division is responsible for the preparation of complete and accurate property assessments on all real property within the City. It keeps a database of property information for both residential and commercial property located within the City of St. John's. |
Budget and Treasury |
The Budget and Treasury division provides integrated business planning and budgeting services to all City Departments and to Council as well as quarterly and annual reports and financial analysis and support to corporate-wide initiatives. This division is also responsible for all capital financing and treasury management functions, fixed asset accounting and asset management. |
Corporate Information Services |
This division maintains the City's information technology infrastructure. This includes networks and attendant communication links, along with all attached hardware and software. The Division also provides Help Desk support to all City employees on the network. Land Information Services falls under this division and has responsibility for the preparation, reproduction and/or filing of computer assisted drafting (CAD) engineering drawings, development plans, digital maps and similar documents, as well as the Geographic Information Systems (GIS) requirements for all City departments. |
Emergency and Safety Services |
The division ensures that the City is operationally ready to mitigate internal and external emergency, safety and security threats. The division identifies areas for improvement and recommends changes to minimize risk and improve efficiency. This is achieved by reviews of the City's and departmental Emergency Plan(s), safe work practices, staff education and establishing and building relationships with partners. |
Financial Services |
The Financial Services division provides quality assurance over expenditure processing in support of the City, delivering financial services to City employees, Council and the public. This also includes accurately reporting all revenues and preparation of the City's annual financial statements. |
Human Resource Management |
The Human Resources division provides strategic human resource management services to the organization. Human Resources works as a business partner with departments to develop and implement strategies that will attract and retain a diverse, engaged, productive, and talented workforce.

Organizational Performance & Strategy |
This division focuses on supporting the organization in living its values of continuing to do things better and being innovative. Specifically, the division manages the city's public engagement (PE) framework and provides support to projects with a PE focus; monitors and reports on the City's Strategic Plan, the city's continuous improvement function; and organizational development. Revenue Accounting |
Revenue Accounting is responsible for billing all City taxes and many other charges and fees. The division is also responsible for collecting amounts owed and are frontline contact with most calls on taxation inquiries. |
Supply Chain |
The Supply Chain Division administers the City's centralized purchasing so that all departments purchase materials and equipment in compliance with the Public Procurement Act and the City's own procurement policies and procedures.
