Description	These Procedures outline the steps required to operationalize the City of St. John’s (“the City”) Policy Development Framework (“the Framework”). It provides clear, consistent instructions for initiating, drafting, reviewing, approving, implementing, evaluating and rescinding policies. These Procedures ensure that all Policies are developed in alignment with Council direction, legislative obligations and the City’s strategic goals and values, including equity, innovation, transparency, sustainability and fiscal responsibility. These Procedures support accountability, cross-departmental coordination and continuous improvement in municipal governance.
