Permit and Licence Fees

Commercial establishments that have amusement machines on their premises (e.g. pinball games, video games, pool and billiard tables, juke boxes, etc.), are required to pay licence fees annually. Operators/distributors of amusement machines are also required to be licensed annually.

  • Operator's Licence: $500 per year
  • Establishment Licence (per machine): $10/year

One- and Two-Family Dwellings (including additions)

Permit fees are based on the area of construction:

  • $8 per square metre for all development above grade
  • $5 per square metre for development below grade and attached garages
  • $3 per square metre for unfinished below-grade areas

A $1,000 refundable landscaping deposit is required prior to permit approval or issuance.

For properties without municipal services, a $2,000 refundable culvert/septic deposit is also required.

All Other Construction (Including demolition, renovations, repairs, fences, accessory buildings and other structures)

Permit fees are based on the estimated construction value:

  • Up to $100,000: $9 per $1,000 of construction value (minimum fee: $50)
  • Over $100,000: $9 per $1,000 for the first $100,000, and $7.20 per $1,000 thereafter

Additional Information

  • Separate permits are required for electrical and plumbing work
  • Final construction values may be reviewed upon project completion, and fees adjusted if necessary

Residential (one and two family dwellings)

  • 100 amp (new service or upgrade): $145.20 + 1% of estimated cost of electrical work
  • 125 amp (new service or upgrade): $181.50 + 1% of estimated cost of electrical work
  • 150 amp (new service or upgrade): $217.80 + 1% of estimated cost of electrical work
  • 200 amp (new service or upgrade): $290.40 + 1% of estimated cost of electrical work
  • 300 amp (new service or upgrade): $435.60 + 1% of estimated cost of electrical work
  • 400 amp (new service or upgrade): $580.80 + 1% of estimated cost of electrical work
  • 600 amp (new service or upgrade): $871.20 + 1% of estimated cost of electrical work
  • Renovations/Extensions/Accessory buildings (no separate service): $72.60 + 1% of estimated cost of electrical work
  • Service Repair/Panel change/Service change (same amperage): $72.60 + 1% of estimated cost of electrical work
  • Expired permit renewal: $72.60

3 Units (apartment buildings, condos) Commercial and Industrial

  • $2,000 or less: $242
  • $2,001 to $5,000: $242; plus, for each $100 over $2,000: $2.42
  • $5,001 to $50,000: $314.60; plus, for each $100 over $5,000: $1.21
  • $50,001 to $1,000,000: $859.10; plus, for each $100 over $50,000: $0.94
  • $1,000,001 to $3,000,000: $9,482; plus, for each $100 over $1,000,000: $0.33
  • Over $3,000,000: $15,532; plus, for each $100 over $3,000,000: $0.12

3 Residential Units or greater (apartment buildings, condos) Commercial and Industrial

  • $2,000 or less: $242
  • $2,001 to $5,000: $242; plus, for each $100 over $2,000: $2.42
  • $5,001 to $50,000: $314.60; plus, for each $100 over $5,000: $1.21
  • $50,001 to $1,000,000: $859.10; plus, for each $100 over $50,000: $0.94
  • $1,000,001 to $3,000,000: $9,482; plus, for each $100 over $1,000,000: $0.33
  • Over $3,000,000: $15,532; plus, for each $100 over $3,000,000: $0.12

For commercial projects where the construction value exceeds $2000, estimates signed by your contractor are to be provided indicating the breakdown of construction value, not including HST.

    • Gower Street - $80 monthly
    • Queens Road - $80 monthly
    • Central Street - $100 monthly
    • Plymouth Road - $60 monthly
    • Water Street East - $60 monthly
    • Prince Street Lot - $150 monthly

Private Land: 

  • Application Fee: $300 (one-time for the duration of the application)
  • Development Agreement Registration Fee: $200 (one-time for the duration of the agreement)
  • Building Permit Fee: $50 (applied annually when the parklet is constructed)

City Land: 

  • Application Fee: $300 (one-time for the duration of the application)
  • Lease Agreement Fee: $200 (one-time for the duration of the agreement)
  • Building Permit Fee: $50 (applied annually when the parklet is constructed)
  • Lease Fee: $2.50 per square foot per year, based on non-revenue generating land rates

Note: The maximum number of plumbing inspections for a single-family dwelling is four, after which a $200 fee may be imposed for each additional inspection as determined by Inspection Services.
