Departments
The City of St. John’s delivers a wide range of programs and services to residents, businesses, and visitors. These services are supported by a dedicated team of approximately 1,400 unionized and non-unionized employees working across various divisions. The City’s operations are organized into five core departments, each led by the following members of the senior leadership team.
Office of the City Manager
Derek Coffey, City Manager
The City Manager is the administrative head of the City of St. John's organization and provides liaison between the elected officials and the City's administrative function.
The City Manager also directly oversees the following departments and divisions:
- Human Resources
- Internal Audit (administratively reports to the City Manager, functionally reports to Audit Standing Committee)
- Legal Department
- Office of the City Clerk
- St. John's Regional Fire Department
Community Services

The Department of Community Services offers a wide range of programs and services that help support the well-being and quality of life of residents, newcomers, and visitors in St. John’s.

Lynnann Winsor, Deputy City Manager
Public Works
Public Works enhances quality of life in St. John’s through the efficient delivery of essential municipal services. The department also supports the upkeep of City infrastructure, facilities, and public spaces. Departments and divisions under Public Works include:
- City Buildings

- Parks and Sustainability
- Roads
- Waste Management
- Water and Wastewater

Planning, Engineering and Regulatory Services
This department helps shape how St. John’s grows and develops, ensuring it is well-planned, sustainable, and responsive to community needs. This department also supports compliance with municipal bylaws to help maintain safe and orderly communities. The following divisions and departments fall under Planning, Engineering and Regulatory Services:
- Engineering (Facility, Construction & Transportation)

Partner Organizations and City-Affiliated Boards
Advantage St. John's
Formed through a partnership of the municipalities of Conception Bay South, Paradise and St. John’s, Advantage St. John’s offers resources, programs and guidance for businesses to thrive in the Capital Region. The organization promotes the region and shares its strengths with partners locally and around the world. It also works with community partners to develop and carry out the regional economic development strategy.
St. John's Transportation Commission (Metrobus)
The St. John’s Transportation Commission is responsible for the general oversight and governance of Metrobus. The Commission is committed to providing enhanced customer service and an efficient transportation system for the residents of the cities of St. John's, Mount Pearl and Paradise.
St. John's Sports and Entertainment Limited
The City of St. John's subsidizes the operation of the Mary Brown's Centre and the St. John's Convention Centre. Both state-of-the-art facilities contribute significantly to the economy of the City of St. John's.
