City Council relies on committees, boards and panels to guide decisions and to shape policies, programs and services.

Current Volunteer Opportunities
The City periodically invites residents to serve on advisory committees, working groups and expert panels.
There are currently no volunteer opportunities available.
Working groups bring together residents and organizations to provide expertise and support the delivery of City programs and projects. Led by City staff, they help implement approved plans and strategies.
Current Working Groups:
Expert panels provide specialized advice on issues within a defined mandate. They may have a defined timeline or can be ongoing. Expert Panels are chaired by a community expert and report to the Committee of the Whole.
Current Expert Panels:
The City of St. John’s is represented on several regional boards that support shared services and collaboration across the region:
- Eastern Regional Service Board – Provides waste management services across the Eastern Region, supporting environmental protection.
- Regional Fire Services Committee – Provides governance and oversight for the St. John’s Regional Fire Department (SJRFD), delivering coordinated fire and emergency services across St. John’s, Mount Pearl and Paradise, with support to surrounding communities.
- Regional Wastewater Committee – Delivers wastewater transmission and treatment services for St. John’s, Mount Pearl and Paradise.
- Regional Water Services Committee – Oversees regional water services for St. John's, Mount Pearl, Paradise, Portugal Cove - St. Philip's and Conception Bay South. There is a technical sub-committee of the Regional Water Services Committee, which also includes Landscape Newfoundland and Labrador.

Advantage St. John’s
A regional partnership between St. John’s, Paradise and Conception Bay South, Advantage St. John’s supports business growth and leads the region’s economic development strategy. Mayor Breen serves on its Board of Directors.
St. John’s Transportation Commission (Metrobus)
Provides governance and oversight for Metrobus, delivering public transit services to St. John’s, Mount Pearl and Paradise. Two Council members serve on the Commission. St. John’s Sports & Entertainment Ltd.
Oversees operations of the Mary Brown’s Centre and St. John’s Convention Centre - key contributors to the local economy. One Council member and one senior staff member serve as non-voting representatives on this independent board.
