Housing is a foundation of healthy, connected communities. Safe, stable and affordable housing supports well-being, economic participation and quality of life.

The City of St. John’s plays an important role in creating the conditions for housing in our community. While we are not the primary provider of housing or homelessness services, we work to:

  • Support and enable the development of diverse housing options
  • Provide and maintain non-profit and affordable housing opportunities
  • Connect residents to housing-related resources and supports
  • Use planning, policy and partnerships to help address housing needs

We collaborate with:

  • Other levels of government
  • Non-profit and community organizations
  • The private sector
  • Housing providers and advocates

Together, we are working to increase housing supply, protect existing housing, and promote inclusive, accessible and affordable housing options across St. John’s.

Social Housing

The City manages 476 residential rental units. They are available for rent to low-income earners based on their family net income.

The Affordable Housing Working Group provides advice to Council on housing-related policies, directives and strategies.

Affordable Housing Strategy

Our Affordable Housing Strategy looks at housing solutions across the continuum. It focuses on creating housing for those impacted by the growing affordability gap - those with incomes too high for a housing subsidy but too low to afford market rental or ownership options.

Housing Accelerator Fund

The City has received federal funding through the Canada Mortgage and Housing Corporation’s Housing Accelerator Fund to stimulate housing growth. Learn more about our action plan to which includes various incentives and process improvements to increase housing supply.
