Winter Parking

To safely and effectively clear snow from streets, the City of St. John’s prohibits parking on streets by area, time of day, and/or dependent on operational requirements. Click the icons for more information about parking bans. 


Overnight Parking Bans 

The overnight parking ban is usually in place between early January until April. The ban dates are announced late November for the upcoming year. 

The Deputy City Manager of Public Works has the authority to modify the parking ban dates if deemed necessary. Violations to parking bans in the following areas are subject to a $75 fine:

Downtown Business District

A parking ban is in place daily from 4 to 6 a.m. on the following streets in the downtown business district:

  • Water Street, from Waldegrave Street to Prescott Street 
  • Duckworth Street, from New Gower Street to Cochrane Street

All bans will remain in place regardless of street or snow conditions. A vehicle may be ticketed and/or towed if they are parked in violation of the parking ban. 

Outside the Downtown

The overnight winter parking ban for streets outside the designated downtown area is in place daily between 12:30 and 7:30 a.m. To identify if your street is in the designated downtown, view our map and click the 'designated downtown area' button in the top right. Streets in the designated downtown area will appear in red. Alternatively, you may view the list of streets in the designated downtown area.

Weather-Related Parking Ban

A parking ban may be implemented on roads outside the downtown area during or following adverse weather events. The purpose of the ban is to keep roads free of parked vehicles so that crews can quickly and safely clear snow or debris. 

Once declared, the ban will be in place 24 hours a day until it is lifted. Violations to weather-related parking bans are subject to a $75 fine.

Details of the ban will be shared through the news section of the website and on the City's social media accounts. Residents can also subscribe to receive emails stating when the parking ban will come into effect, and when it will be lifted. 


No Parking Routes

From December 1 to March 31, parking is prohibited 24 hours a day, regardless of snow/street conditions, on several streets throughout the city so that ice control and snow clearing equipment can safely provide service and navigate narrow City streets. All impacted streets have signage in place. 

Enforcement is continuous for 24 hours a day regardless of snow or street conditions. Violations to no parking routes are subject to a $60 fine.

  • Albro Lane – east side only
  • Alice Drive – south side/odd side only
  • Atlantic Avenue – west side/odd side only (Pleasant Street to civic # 3) 
  • Bannerman Street – west side/odd side only (Military Road to Bond Street) 
  • Barnes Road – west side/odd side only (Mullock Street to the Dardanelles) 
  • Battery Road – south side/odd side only (20 metres east and west of civic #44)
  • Blatch Avenue – west side/odd side only
  • Cabot Street – south side/odd side only (Lime Street to civic #61)
  • Carnell Street – both sides (Atlantic Avenue to dead end) 
  • Cook’s Hill – west side/odd side only
  • Cumberland Crescent – north side/even side only and both sides of entrance 
  • Edgecombe Drive – north side/even side only (Alice Drive to Gloucester Street) 
  • Elizabeth Avenue – north side/even side only (bus bay fronting civic #92)
  • Forest Avenue – both sides
  • Fort Amherst – east side/odd side only (boat basin fence, approximately 40 metres towards Fort Amherst) 
  • Fourth Pond Road – north side/odd side only (civic #27 to Windemere Road)
  • Fraser Place – east side/even side only (Craigmiller Avenue to civic #2) 
  • Gambier Street
    • east side/even side from Elizabeth Avenue to civic #20
    • west side/odd side from civic #23 to Paton Street Groves Road
    • both sides from Gilles Road to Pitcher’s Path 
  • Goodridge Street - south Side/odd side only (Mayor to Rankin)
  • Hennebury Place – both sides
  • Henry Street – south side/odd side only (Church Hill to Dick’s Square)
  • McDougal Street – north side
  • Ordnance Street – west side/even side only
  • Pearce Street - east Side/even side (Civic #34 to Campbell Ave) 
  • Pine Bud Place – both sides around the traffic island
  • Prospect Street – south side/odd side only (civic #25 to civic #27)
  • Quidi Vidi Village Road – north side/odd side only (civic #47 to civic #69) 
  • Ryan Street – east side/even side only
  • Ridge Road – south side/odd side only (College to Higgins Line)
