Advantage St. John's Resolution in Lieu of AGM

Advantage St. John’s is the regional economic development agency for St. John’s, Conception Bay South, and Paradise. Its bylaws require an Annual General Meeting (AGM) within 15 months of the last one. Instead of holding a meeting, members have agreed to sign a resolution, which must be approved by Council.

The financial statements of the Organization along with the auditor’s report for the year ending December 31, 2024, were approved at the board of directors meeting of June 4, 2025, and shared along with the resolution.

Special Events Regulatory Committee

Council approved road closures and noise by-law extensions for the following upcoming events:

Kerry Street Block Party – Sept. 20 (rain date Sept. 21), 1–7 p.m.

  • Kerry Street between Argyle St. and Glenridge Cres. closed.

  • Volunteers at barricades; local/emergency access maintained.

Battle of Britain Parade & Ceremony – Sept. 21

  • Rolling closures: CLB Armory to Anglican Cathedral (10:30–11:30 a.m.); Gower St. to National War Memorial (12–12:20 p.m.).
  • Full closures: Duckworth St. & Water St. (Prescott–Cochrane, 11:30 a.m.–1:15 p.m.); Water St. (Prescott–Becks Cove, 1–1:30 p.m.).
  • Managed by RNC and Military Police.

Cape to Cabot Road Race – Oct. 19, 8–11 a.m.

  • Extensive rolling and full lane closures on Blackhead Rd., Southside Rd., Water St., Harbour Dr., Duckworth St., Temperance St., and Signal Hill Rd.

  • RNC and volunteer marshals managing traffic; local resident access accommodated.

All closures aim to support event safety while maintaining necessary access where possible.

Details on the road closures can be found in the decision note. An advisory will also be issued for all road closures prior to the event through the City's website to email subscribers and posted on social media.

Ratification of E-Polls

Sometimes, City Council needs to make decisions quickly—before the next regular meeting. When that happens, members can vote electronically. This is called an E-Poll. At the next official council meeting, those decisions are brought forward and formally approved, or ratified, to make them part of the official public record.

Council ratified the following e-polls at the meeting:

Film Shoot Road Closure

Council approved road closures to accommodate filming of the television series Saint Pierre on September 7.

  • Time: 3:30–7:30 p.m.

  • Locations: Bannerman St. (Military Rd. to Gower St.) and Bond St. (Cochrane St. to Colonial St.)

  • Traffic management: AWP on site; local and emergency access maintained.

Canadian Capital Cities Organization – 2025 Annual Conference

Council approved for Councillor Hickman to attend the Canadian Capital Cities Organization Annual Conference in Fredericton, NB, October 5–8, 2025, as the City’s representative.


Permits Issued

Council was provided with a list of Development Permits and Building Permits issued since the last council meeting for their information.


Weekly Payment Vouchers

Council approved the weekly payment vouchers for the weeks ending August 27 and September 3.
