The Water Conservation Order has been in place since 2002 and continues to guide outdoor water use in St. John’s. To better reflect changing conditions and help residents understand when and why conservation is needed, the City has introduced a new four-stage water conservation system.

This staged approach allows the City to respond more clearly and effectively during periods of high demand, dry weather, or pressure on the water supply, while also raising awareness about the importance of using water responsibly.

Stage 1 (Normal Water Conservation) is in effect annually from May to October unless conditions require a higher stage to be implemented. Residents and businesses are expected to follow the requirements in effect at any given time. Non-compliance may result in fines of up to $5,000.

The stages are as follows:

Stage 1 - Normal Water Conservation:

In effect annually from May to October. Permits limited lawn watering on scheduled days and times based on address, with general outdoor water use allowed under standard conservation practices.

Stage 2 - Voluntary Enhanced Conservation:

Activated during periods of high demand or dry conditions. Stage 1 rules remain in place, and residents are encouraged to reduce non-essential water use.

Stage 3 - Mandatory Water Use Restrictions:

Activated during extreme conditions or risk to the water supply. Most outdoor water use is prohibited, with limited exceptions for specific commercial activities and registered new lawns.

Stage 4 – Emergency Water Use Restrictions:

Activated during critical events. Water use is restricted to essential purposes only, and all non-essential use is prohibited without exception.
