Collective Agreement Reached with CUPE Local 569
The City of St. John’s is pleased to announce it has reached a collective agreement with its CUPE Local 569 employees. The agreement was ratified by employees on August 12, 2026, with City Council ratifying it at the August 25 Council meeting.
In addition to several language changes that will create operational efficiencies, the agreement includes the following wage increases over the next four years:
- July 1, 2026 – 4%
- July 1, 2027 – 2.25%
- July 1, 2028 – 3.25%
- July 1, 2029 – 3.5%
Employees will also receive a $1,000 signing bonus.
“We are pleased to have reached an agreement that recognizes the important work these employees do every day to deliver essential services to residents,” said Deputy Mayor Ron Ellsworth, lead for Finance. “The agreement provides stability for both employees and the City, helps employees manage rising costs of living, and supports our efforts to retain and attract a skilled workforce.”
CUPE Local 569 includes employees who work in humane services, parks, property management, road maintenance and snow clearing, traffic, waste management and water and wastewater services. There are approximately 400 employees in this bargaining unit. The City continues negotiations with CUPE Local 1289 and NAPE Local 7808, which represent office, recreation, water treatment and maintenance workers.
