The City of St. John’s is announcing the start of the Kelsey Drive and Thorburn Road/Goldstone Street Intersection Improvements Project, which is intended to improve traffic flow and enhance vehicle and pedestrian safety in this busy commercial area.

Work will take place at the following intersections:

• Thorburn Road and Goldstone Street
• Kelsey Drive at the Walmart/Home Depot access
• Kelsey Drive at the Canadian Tire/Swiss Chalet access
• Kelsey Drive at the Boston Pizza/TD Bank access

Construction is tentatively scheduled to begin on Wednesday, August 5 at the Thorburn Road/Goldstone Street intersection. Work on the Kelsey Drive intersections will take place during a later stage of the project, with details on timing and traffic impacts to be communicated as construction progresses.

New traffic and pedestrian crossing signals will be installed at the Walmart/Home Depot and Canadian Tire/Swiss Chalet intersections, a new median will be added at the Boston Pizza/TD Bank access to create a right-turn-only movement for vehicles, and the existing traffic signals and intersection configuration at Thorburn Road, Goldstone Street and Seaborn Street will be upgraded. These upgrades stem from recommendations identified in the 2012–2019 and 2018–2022 collision reports.

Traffic will continue to move through the area during construction; however, motorists should expect delays, lane reductions, and slower travel times. The City will work to minimize disruptions wherever possible.

Pedestrian access will be maintained throughout construction. The public is asked to follow all posted signage, obey traffic control personnel, and use extra caution when travelling through the area.

The project is scheduled to conclude by December 2026. Project timelines are subject to change based on weather and operational requirements.

The Kelsey Drive and Goldstone Street Improvement Project is funded in part through a $2.43 million investment from the Government of Canada Build Communities Strong Fund (BCSF), a permanent source of funding that reaches communities across Canada to support investments in local infrastructure priorities that support the development of complete, inclusive and sustainable communities with affordable and accessible housing. From roads and buildings, to public transit and water treatment systems, reliable and modern infrastructure provides communities with opportunities to grow and develop today so that they can be resilient and strong in the face of tomorrow.

Design work is ongoing for future roundabouts at the Team Gushue Highway ramps at Goldstone Street. This work is subject to funding and operational capacity. Additional details will be shared as this phase approaches.
