Promulgation Notice - Residential Property Standards, Commercial Maintenance and Heritage By-Law Amendments
St. John’s City Council approved amendments to the Residential Property Standards, Commercial Maintenance, and Heritage By-Law on July 14, 2026.
A promulgation notice is a formal notice that a by-law has been passed by Council and provides the public with information about approved changes.
The amendments update regulations related to the placement of heat pumps, mini-split heat pumps, air conditioners, and exhaust devices.
The changes remove Section 6.20 from the Envision St. John’s Development Regulations, which previously regulated the placement of these devices. These devices will now be regulated through the Residential Property Standards By-Law, the Commercial Maintenance By-Law, and the Heritage By-Law.
The updated by-laws will provide requirements for the placement of these devices, including considerations for properties in Heritage Areas, while allowing flexibility for approvals in certain circumstances.
These changes do not prevent the installation of heat pumps, air conditioners, or exhaust devices. They provide a more appropriate way to regulate their placement through City by-laws.
