Promulgation Notice - Sign By-Law Amendment
St. John’s City Council has adopted amendments to the Sign By-Law, which were passed on July 14, 2026.
A promulgation notice is a formal notice that a by-law has been passed by Council and provides the public with information about approved changes.
The amendment introduces a new requirement for on-site public notice signs for planning applications that include a Land Use Report (LUR). These signs will be required for applications that propose:
• A map or text amendment to the Municipal Plan;
• A text amendment to the Development Regulations; or
• A rezoning application (map amendment to the Development Regulations).
A Land Use Report is a document that provides information about a proposed land use change or development, including how it aligns with City planning policies and any potential impacts that should be considered.
The new on-site notices will help ensure residents are aware of proposed planning changes in their neighbourhood and have an opportunity to provide feedback as part of the planning process.
