City Provides Update on Mail Services Related to Canada Post Disruption - October 2, 2025
The City of St. John's is advising residents, businesses and partners of potential impacts and contingency plans due to the postal disruption at Canada Post.
Water Meter Billing
The next water meter billing July to September 2025 has a due date of Oct. 31, 2025.
Property owners can request the bill by emailing waterclerk@stjohns.ca. The email must include the account number and the property location.
Commercial Vacancy Allowance Claims (July to September 2025)
Commercial Vacancy Allowance Claims can be forwarded to the City by email to taxation@stjohns.ca, by fax to 709-576-8162, or dropped off to the Access Centre located at City Hall (8 a.m. to 4 p.m., Monday to Friday), or via the drop box outside City Hall.

Commercial Realty Billing (October to December 2025)
Commercial Realty Billing from October to December 2025 is scheduled to be mailed early November. The city will provide further updates if the strike is still ongoing at that time.
Robin Hood Bay Bills
Monthly bills will be emailed if the city has email information on file. If you haven’t received your bill by Oct. 14, please contact taxation@stjohns.ca. The email must include the Robin Hood Bay account holder and account number.
The City will email Robin Hood Bay bills due to the low volume of accounts and to avoid access denials for account holders.
Residential and Commercial Payments
If the postal disruption impacts your regular residential or commercial billing payment to the City, please use alternative payment options to ensure your payment is received by the due date.
Vendor Payments
If vendors are not already receiving payments electronically, please contact accountspayable@stjohns.ca for instructions on how to enroll in Electronic Funds Transfer (EFT).
Payment Options
- In person – at the Access Center at City Hall, 10 New Gower Street. Cashiers are located on the first floor and are available to take payments from 8 a.m. to 4 p.m. Monday to Friday.
- Courier - your payments can be couriered to City Hall from 8 a.m. to 4 p.m., Monday to Friday. To avoid late payment interest charges, please ensure your courier service delivers your payment to us by close of business on the day your payment is due.

Planning and Development Applications
For planning and development applications that provide an opportunity for public feedback, the City of St. John's would normally notify property owners within 150 metres of the application site via mail. During the Canada Post strike, notices will not be mailed out.
Notices will continue to be posted on the City's website, sent to email subscribers, posted to social media and shared through the Telegram's online edition.

2025 Municipal Election
Due to the ongoing postal strike, some vote-by-mail kits may not reach residents in time for the municipal election. To provide an opportunity to all residents to cast their ballot, the City of St. John’s has implemented the following changes.
- New Election Date: Wednesday, October 8, 2025 (originally October 2).
- Voting Options: In-person voting and replacement kits are available for residents affected by the postal disruption.
- Ballot Tracking: Check our online ballot status look-up to confirm if your ballot was received.
