Electric Vehicle Charging Stations

The City of St. John's offers Level 2 Electric Vehicle (EV) Charging Stations for public use at the locations outlined below. Hourly rates for each location will be applied in addition to parking fees (where applicable), which are automatically processed through PaybyPhone.

How to use the EV Chargers

  1. Plug-in the charger nozzle to your vehicle. Your vehicle may make a sound, show a light, or show something on its dashboard display that confirms it is being charged.
  2. Identify the PaybyPhone Zone Sign in the area; this will indicate the Zone number required for payment via the Pay-By-Phone application (available on iPhones and Androids in their App Stores), paybyphone.com, or by calling the toll-free number at 1-866-234-7275. A credit card is required for payment. Please note vehicles can park for a maximum of four hours in charging spaces. 

If for some reason the charger is not working, please report it to the Access Centre and proceed to another parking spot.

The City of St. John’s assumes no liability for damages or injury from the EV Charging Stations.

Enforcement

EV Charging Stations are reserved for EVs to park while being physically connected to the chargers, up to a maximum of 4 hours. Any vehicle parked in an EV Charging Space that is not physically connected to the charger will be in violation of the City’s Ticketing Amendment By-Law. Any vehicle that is parked in an EV Charging Space which has not paid for parking and electricity will be in violation of the City’s Paid Parking Regulations. Violations of City bylaws will be enforced accordingly.

No, these spaces are to only be used for actively charging electric vehicles. Any vehicle that parks in an EV space while not connected to the charger carries a minimum fine of $60.

It depends on the size of your car’s battery. The City’s chargers provide approximately 7.2 kilowatts per hour. There is a maximum parking/charging time in each space of four hours to help ensure vehicle turn over. The maximum time does not consider the amount of time needed to charge a car’s battery, while it will provide a reasonable charging time for most vehicles.

The City has Level 2 chargers, which provide charging speeds of approximately 7.2 Kilowatts per hour. See below for a breakdown of charger types:

  • Level 1: Is a charger that can be used by plugging one end into any standard 120V outlet. These take about 20 hours to provide a charge of 200 kilometres (124 miles).
  • Level 2: Is a charger that is connected to 240V, which allows charging 3 to 7 times faster than a Level 1 depending on the electric car and the charger.
  • Level 3: Is a Fast Charger that provides a direct current of power to the battery. How long it takes to charge dependent on a number of factors, but many cars are capable of getting an 80% charge in about 1 hour with most Level 3 chargers. Most of these are currently owned by Newfoundland Hydro in the province.

The City charges $2.00 (except for $4.50 at the City Depot) per hour to support the charging infrastructure program, in addition to any regular parking fee for the area; fees are automatically calculated and processed by PaybyPhone.

EV charging fees cover the costs of electricity, maintenance, and operations, while also building a reserve to support future charger replacements and upgrades. Fees are reviewed annually to ensure they remain aligned with actual expenses.

No, the fees and parking enforcement fines only apply to chargers owned and operated by the City. This does not apply to Electric vehicle chargers on private property or owned by others (e.g., Newfoundland Hydro, the Avalon Mall, Bannerman Brewery, NL Health Services or any other privately owned chargers).

This means the EV Charger is out of service, and the area is not available for parking. 

The charger fee is not based on the electricity provided; it is a fee put in place to support the EV charger infrastructure program itself. The City can’t issue refunds for “unused” time when parking or use of the chargers. Please report the equipment malfunction to Access St. John’s.
