St. John’s City Council conducts the business of the City through two types of public meetings alternately held every Tuesday at 3 p.m.: Regular Council Meetings and Committee of the Whole Meetings.

Regular Council Meetings
Regular Council Meetings are the formal decision‑making meetings of City Council. At these meetings, Council considers recommendations from Committees, makes final decisions through motions and votes, and adopts resolutions and by‑laws. Each member of Council has one vote on matters brought forward, and decisions made at Regular Meetings represent the official position of Council.
Agenda items for Regular Meetings typically include:
- Approval of Committee of the Whole reports
- Adoption of by‑laws, regulations, and amendments
- Final decisions on policies, plans, and major initiatives
- Matters requiring formal Council approval
Committee of the Whole Meetings
Committee of the Whole is a meeting of all members of Council that focuses on discussion, review, and direction, rather than final decision‑making. These meetings allow Council to examine issues in greater detail, ask questions of staff, receive public delegations, and provide preliminary direction before matters are brought forward for formal approval at a Regular Council Meeting.
Committee of the Whole Meetings are typically used for:
- In‑depth discussion of policies, projects, and reports
- Receiving information and background from staff
- Hearing public delegations on municipal matters
- Providing direction to staff on next steps or further analysis
No final decisions are made at Committee of the Whole. Instead, recommendations or reports from Committee of the Whole are forwarded to a subsequent Regular Council Meeting for consideration and formal approval.
Committee of the Whole Delegations

Committee of the Whole Delegations are subject to the Committee of the Whole Delegations Policy and Procedures, which outlines delegation request requirements.
A delegation request form must be submitted to the Office of the City Clerk at least two weeks prior to the next scheduled meeting.
Attending a Council Meeting in Person
Visitors are welcome to view Council proceedings from the public gallery for both Regular Meetings and Committee of the Whole.
To minimize disruptions, visitors to the Chamber Galleries must:
- Sit immediately upon entering the public gallery.
- Remain quiet; applause is not permitted during proceedings.
- Permit the Sergeant at Arms to search suspicious bags or packages.
- Refrain from leaning over or placing objects on the gallery railing.
- Ensure cellular devices are switched to silent during the meeting.
- Refrain from taking pictures or recording any portion of the meeting, unless given permission by the Seargeant at Arms.
- Not conduct demonstrations (including the display of signs, banners, etc.).
- Refrain from consuming food on the premises.
Any person in violation of the above rules will be asked to leave the gallery immediately.
