A recap of key decisions from the August 11, 2026, Council meeting. The recap includes updates on planning and development applications, permits, land and property matters, proclamations and more. 

Contractors may be working on the following streets from August 17 to 22 under the City’s annual streets rehabilitation and infrastructure maintenance programs.  Work could include concrete/street excavation, concrete work, paving, heater scarifying, utility adjustment, ditch cleaning and culvert installation.  Commuters may experience traffic delays in these areas.

The following cruise ships will be arriving at St. John's Harbour during the month of August:

Starting Monday, August 17, underground infrastructure work for the Goulds Fire Station will take place near the construction site. Motorists travelling on the Main Road may experience brief delays as traffic is temporarily shifted around the work area.

The City is considering an amendment to the Envision St. John's Development Regulations to update the definition of Dwelling Unit.

The City is considering an amendment to Section 7.6.1(3) of the Envision St. John's Development Regulations to clarify the landscaping requirements for Townhouse Lots in the Residential 3 (R3) Zone. The proposed amendment would clarify when front yard landscaping is required for Townhouse Lots within the Downtown Snow Removal Area.

The Office of the City Clerk is seeking expressions of interest from individuals to fill four positions on the Sustainable and Active Mobility Advisory Committee.

Motorists are advised that Linegar Avenue (between the Harry Yetman Shea Heights Park and Horlick Avenue) will be closed to facilitate the Shea Heights Folk Festival. Traffic will be diverted to Horlick Avenue.

To facilitate planned watermain maintenance, westbound traffic on Hamilton Avenue will be detoured via Bennett Avenue from August 13, 2026 to September 4, 2026. Eastbound traffic will not be impacted. 

Memorial University will be conducting scheduled maintenance on its tunnel system. To facilitate this work, traffic pattern changes will be in effect on Prince Philip Drive beginning Monday, August 10. It is expected this work will be completed by the end of August.
